Maryland is still in a literacy crisis

Despite increased education funding and modest gains in fourth-grade literacy rates, the state of Maryland is still facing a serious literacy crisis. According to a 2025 report by Maryland READS, a nonprofit organization committed to improving reading instruction, it would take 40 years to reach the goal of 95% literacy among fourth-grade students at the current pace.

Based on data from the National Assessment of Educational Progress (NAEP) and the Maryland Comprehensive Assessment Program (MCAP), the report reveals that a total of 66,619 fourth- and eighth-grade students lack proficient reading skills.

Maryland READS calls for building stronger reading ecosystems rooted in evidence-based approaches, improving teacher training, and informing families about the impact of digital technology on literacy. Additionally, through its READ Strong Network, launched in 2024, the organization aims to unite communities across the state around literacy initiatives.

The Maryland State Department of Education also implemented the PreK-3 Literacy Policy in October 2024, following public feedback. Starting from the 2027–2028 academic year, third-grade students will be required to demonstrate sufficient reading proficiency in order to advance to fourth grade. Exceptions will be evaluated under special circumstances with parental consent.
