Mandatory Civil Protection Training Plan Launched for Schools in Spain

A new nationwide Civil Protection Emergency Training Plan has been launched in Spain to ensure that students and the entire school community are prepared for emergencies and to strengthen a culture of prevention across the country. Developed by the Ministry of Education, Vocational Training and Sports together with the Ministry of Home Affairs and in cooperation with the governments of the autonomous communities, the plan aligns with recent updates to national civil protection legislation and aims to enhance public safety and crisis management.

Under the plan, training will be mandatory in all non-university educational institutions governed by national education regulations. However, regional education authorities and individual schools will have the flexibility to adapt and expand the program to suit their local natural, social, or economic conditions. The training is designed to be tailored to the age and developmental level of students and will use inclusive approaches to ensure full participation of children with special educational needs.

The activities will be jointly carried out by regional and local civil protection teams, national volunteers, and school teachers, ensuring that the training is consistent, engaging, and suited to the school environment. All educational materials will be supported by resources developed by the Ministry of Home Affairs in collaboration with the Ministry of Education, Vocational Training and Sports and the autonomous authorities, and made available for use in educational institutions across the country.
