South Korea Introduces New Guidelines to Address Repetitive Complaints in Nurseries

The South Korean Ministry of Education has introduced new measures to address repeated and unnecessary parental complaints that disrupt the functioning of early childhood education institutions. According to recently published guidelines, nursery administrators will no longer be required to respond more than twice to the same grievance if it lacks valid grounds.

The guidelines state that parents may submit a formal complaint regarding disciplinary actions within 14 days, and nursery staff are obligated to respond within the same timeframe. However, in the case of repeated complaints on the same issue, institutions will have the right to withhold further responses.

The document also outlines the areas in which teachers are permitted to provide behavioural guidance to children. These include language use, communication skills, conflict resolution among peers, and fostering respect for children with special needs.

Last month, Education Minister and acting President Lee Ju-ho emphasised the importance of clearly distinguishing between appropriate guidance and child abuse. The new regulation aims to clarify the limits of teachers’ responsibilities while ensuring a calm and functional learning environment.
