Ukraine Strengthens International Cooperation in Higher Education and Research

The Ministry of Education and Science of Ukraine is implementing new measures to strengthen international cooperation in higher education and research and to support academic internationalization. These initiatives aim both to increase cooperation with Ukrainian researchers abroad and to enable foreign academics and experts to contribute to higher education and research activities in Ukraine.

One of the main components of the new policy is strengthening ties with Ukrainian academics working at leading foreign higher education institutions. In this context, the policy particularly aims to develop cooperation with Ukrainian scientists and the academic diaspora living abroad after the full-scale aggression of the Russian Federation. To achieve this goal, a system of “international scientific ambassadors” is being established.

Scientific ambassadors are expected to improve communication with international education and research institutions, increase the participation of Ukrainian educational institutions in international programs, consortia, and projects, establish new academic partnerships, and contribute to attracting external funding. Maintaining professional links between Ukrainian researchers abroad and higher education and research institutions in Ukraine is also among the key objectives of this system.

Pilot initiatives have also been launched within this framework. One of these, the UK–UA Visiting Professors Programme, aims to support Ukraine’s integration into the international academic community and strengthen STEM education through knowledge exchange and modern university practices.
