European Education Powerhouses Rocked by Falling PISA Scores

Europe's pioneering countries, which set global education standards, are being rocked by an unprecedented drop in the latest comprehensive education assessment report and PISA (Programme for International Student Assessment) data. France, Germany, the Netherlands, and Finland—once hailed as the world's number one education model—are experiencing a severe decline in reading, mathematics, and science.

The performance loss in these countries, often dubbed the "education engines" of Europe, has led to the questioning of education policies across the continent. In particular, the acceleration of Finland's scores has shown a downward trend in recent years, and the Netherlands has recorded a sharp decline in basic mathematics and reading comprehension skills. Meanwhile, Germany and France are grappling with the deepening inequality of opportunity in education and steep declines in the basic skills of students from lower socioeconomic groups.

Education experts and researchers explain this historic decline through several key dynamics. A growing shortage of qualified teachers, chronic distraction brought on by smartphones and digitalization, insufficient allocation of resources for the integration of immigrant populations into the system, and school ecosystems that have failed to recover post-pandemic lie fully at the heart of the problem.

This "PISA shock" has created intense political pressure on the governments of the respective countries. Ministries of education, particularly in France and Germany, have begun working on emergency action plans and comprehensive reform packages aimed at returning curricula to "basic skills" like literacy and mathematics, restricting screen time in schools, and making the teaching profession attractive once again.
