OECD: Digital Risks to Children Increasing, Policy Response Urgently Needed

A new report by the OECD has highlighted the urgent need for evidence-based public policies to both reduce the risks children face in digital environments and improve their digital skills.

According to the report, 98% of 15-year-old students in OECD countries now own a smartphone. While this widespread access offers unprecedented opportunities for learning, entertainment and social connection, it also exposes young people to significant risks, particularly when digital engagement begins early and is excessively intense.

The findings reveal that only 51% of children know how to manage privacy settings on digital services, while 17% report feeling anxious without access to their devices. The report also notes a rise in cyberbullying incidents and suggests that, for some children, social media use has become problematic.

OECD experts warn that excessive screen time is displacing crucial developmental activities such as physical exercise, reading, and in-person social interaction.

OECD Secretary-General Mathias Cormann emphasised that online and offline risks are deeply interconnected. He called for greater cooperation between educators, parents, health professionals, and digital service providers to better support children in navigating today’s complex media landscape.
