China’s Global AI Move: Xi Jinping Announces New Cooperation Organization
Chinese President Xi Jinping, speaking live at the World AI Conference in Shanghai, called for developing “secure and controllable” artificial intelligence at a time of intensifying tech competition with the United States. Xi said the world had entered an “unprecedentedly vigorous period of innovation” in AI, bringing major opportunities alongside governance challenges, and described AI as an invaluable asset embodying humanity’s collective wisdom.
At the event, Xi announced the launch of the World Artificial Intelligence Cooperation Organization, headquartered in Shanghai and comprising 29 countries. He also pledged 5,000 AI training and seminar opportunities for developing nations over the next five years, and outlined four guiding principles: sticking to openness and win-win cooperation, making sure AI development stays secure and controllable, encouraging inclusiveness and mutual learning among civilizations, and promoting solidarity to strengthen global governance.
Xi stressed that AI must always remain under human control, and cautioned against stretching the concept of national security in AI development in a way that places one country’s security above others’. He renewed calls for genuine multilateralism and greater recognition of the UN’s role, arguing that AI development should not be “a solo performance by a single country, but a symphony of international cooperation”.
