Scotland Halts New Hyperscale AI Data Centre Approvals Amid Environmental Concerns

The Scottish Parliament has temporarily paused planning approvals for new hyperscale data centre projects, citing mounting energy and water consumption driven by the rapid expansion of artificial intelligence. Authorities enacted the measure to carry out a comprehensive assessment of the cumulative pressures these massive facilities place on the national electricity grid, freshwater reserves, carbon emissions and local ecosystems. Under the motion adopted by lawmakers, planning authorities were instructed to suspend new applications and defer consenting decisions on pending project proposals.

At the heart of the decision is the immense power required to train and run frontier AI models, alongside the significant volumes of freshwater consumed by cooling systems. Scotland’s cool climate and wind energy potential render the country an attractive hub for international technology firms. However, these advantages have sparked mounting environmental concerns, as over 20 projects have been proposed, among them a giant centre planned in Fife that could be the second-largest facility in the world. Demonstrators assembling outside the Scottish Parliament demanded a moratorium on approvals, citing grid constraints and climate targets.

During the suspension period, officials will draft a national planning framework introducing binding environmental standards for data centre developments. Separately, the Scottish government has instituted mandatory Environmental Impact Assessments (EIA) for all new data centres with a power capacity exceeding 50 MW. Lawmakers and government officials maintain that no further hyperscale capacity expansions will be sanctioned until a rigorous, verifiable regulatory framework enters into force.
