A First from the UAE: AI to Draft and Regulate Laws

The United Arab Emirates is set to become the first country to integrate artificial intelligence into the process of drafting and regulating laws. Following a recent Cabinet decision, a new entity called the “Office of Regulatory Intelligence” has been established to lead this transformation. Prime Minister Sheikh Mohammed bin Rashid Al Maktoum stated that the AI-powered system will not only accelerate the legislative process but also enhance the accuracy of decision-making.

Through this initiative, a massive legal database will be created by compiling all federal and local laws, court rulings, and public service records. AI will analyze these datasets, monitor their impacts on society and the economy, and propose updates to legislation where necessary, providing decision-makers with timely insights.

However, the use of AI in such a sensitive field has raised significant concerns. Legal experts and technologists warn that AI lacks the nuanced interpretative skills of humans, making errors more likely in legal texts that require high precision and contextual understanding.
