
Ukraine Launches System for Recognizing Learning Outcomes of Students Educated Abroad
In June 2025, the Cabinet of Ministers of Ukraine approved the country’s first official procedure for recognizing the learning outcomes of school-age Ukrainian children who have received either formal or non-formal education abroad. This decision, based on legislative amendments passed in February 2025, is seen as a significant reform in the field of education.
Under the new procedure, clear steps and conditions were established for the recognition of educational outcomes obtained outside Ukraine. Starting from autumn 2025, Ukrainian Education Centers abroad will be able to apply for verification through the Automated Information Complex of Educational Management (AICEM), an official registration system. Applications will be reviewed by a joint commission of the Ministry of Education and Science and the Ministry of Foreign Affairs of Ukraine.
Academic transcripts issued by formal educational institutions abroad will be automatically recognized by Ukrainian schools, and the grades will be converted according to the grading scale approved by the Ministry of Education and Science of Ukraine (MESU). Non-formal learning outcomes will be accepted either through standard assessment methods or by automatic credit transfer, provided the education provider is registered with AICEM.
