U.S. Department of Education Releases New Behavioral Intervention Guidance

The U.S. Department of Education has released new guidance encouraging the use of Behavior Assessments and Behavioral Intervention Plans (BIPs) for both students with and without disabilities to improve student behavior and reduce school discipline issues. These methods, known as Functional Behavior Assessments (FBAs), are designed to identify the underlying causes of problematic behaviors and develop targeted interventions to address them effectively.

The guidance highlights that behavior assessments are not only useful for addressing serious safety concerns but can also be beneficial in managing smaller-scale classroom issues, such as sarcasm or avoidance of assignments. It also underscores the impact of factors like social pressures, poverty, and trauma on student behavior. Behavioral Intervention Plans, developed based on FBA results, will involve collaboration among teachers, families, and students.

The document specifies that FBAs for students with disabilities require parental consent and cannot be used to delay disability evaluation processes. Furthermore, federal funding is being directed to expand both FBA implementation and teacher training efforts to ensure widespread adoption.

This new guidance aims to promote a more inclusive and effective approach to behavior management within the education system, fostering a supportive learning environment for all students.
