Malta Discontinues End-of-Primary Benchmark Examinations
In 2023, Malta abolished the benchmark examinations for year 6 primary students, replacing them with a more holistic assessment system that better reflects students’ abilities. Introduced in 2011, the benchmark assessments marked the end of high-stakes testing at the primary level, focusing on evaluating language skills and incorporating a mental mathematics component.
Under the new system implemented in 2024, students’ final grades are now based on 60% annual examinations and 40% continuous assessments conducted throughout the scholastic year. Continuous assessment tasks, designed by class teachers, emphasize real-world applications of skills and use diverse methods aligned with the Learning Outcomes Framework.
This shift reflects Malta’s broader efforts to adapt its education system to prioritize 21st-century skills such as critical thinking, problem-solving, creativity, and teamwork. The new approach encourages active student engagement in the learning process and provides a comprehensive evaluation of their achievements beyond traditional summative assessments.
