New Coalition Launched to Strengthen Literacy Skills Across Europe

The European Commission has launched the European Literacy Coalition to improve literacy skills across Europe. Introduced on 22–23 September 2026, the initiative forms part of the European Union’s Union of Skills and Basic Skills Action Plan.

The coalition comes at a time when literacy challenges remain a concern across Europe. According to the OECD’s PISA 2025 results, 31% of 15-year-old students in EU countries struggle to understand basic texts. This highlights the need to strengthen literacy skills, which are essential for learning and participation in society.

The initiative aims to bring together schools, education and training providers, libraries, cultural organisations, teachers’ associations, parent and student organisations, and public authorities on a common platform. By encouraging collaboration among these groups, the coalition seeks to support joint efforts to improve literacy across Europe. The European Commission is inviting relevant organisations to join the initiative.
