Belgium Invests in Digital Infrastructure for Schools
Belgium has launched a comprehensive €176 million investment program to strengthen school infrastructure and accelerate digital transformation in education. Under Digiplan, approved in July 2025, the initiative aims to increase access to modern digital tools for all stakeholders, from teachers to students.
In accordance with a decree adopted by the Belgian Government on July 18, 2025, the funding will be used to invest in digital infrastructure and equipment for schools, training centers, and arts academies. The program's primary objective is to ensure equal access to technology for students and to improve the quality of instruction through digital tools.
The investment has been structured under three main priorities. Accordingly, €70 million has been allocated for high-quality digital devices for teachers, school leaders, and administrative staff. A budget of €46 million has been designated for primary schools to provide shared laptops and tablets, ensuring equitable access. Meanwhile, €60 million in flexible funding has been set aside for secondary schools to purchase equipment to meet their specific needs.
In addition to financial support, the Belgian authorities require schools to develop a comprehensive policy plan and a professional development strategy for teachers by September 1, 2026. This approach is intended not only to enhance technical infrastructure but also to build a sustainable digital culture within schools. A second round of funding is planned for 2026, and starting in 2027, the program’s impact, cost-effectiveness, and educational outcomes will be evaluated annually.
