The Spanish government has introduced a new regulation allowing individuals to certify skills acquired through work or informal training. This initiative primarily targets adults with low educational levels and aims to increase access to vocational training and employment opportunities.
The system, now permanent under a Royal Decree, includes three phases: registration, evaluation, and certification. Candidates can present documents or take an assessment. At the end of the process, they receive personalized career counseling and access to vocational training.
The reform aims to raise educational attainment, promote equal opportunities, and improve social inclusion. It focuses on individuals with basic skills in Spanish, math, and digital literacy but without official qualifications.
The system is supported by innovations like the Modular Catalogue and National Catalogue of Vocational Training Offers, making vocational education more accessible and flexible. Backed by a €6.5 billion investment, the reform aims to make Spain a leading model for vocational education in Europe.
