China Implements New Regulations for Safety and Discipline in Education

The Ministry of Education in China has launched a national campaign to tackle fundamental issues in basic education such as peer bullying and excessive homework. A circular announced to the public by the Ministry on Tuesday stated that the campaign will continue until the end of this year and will focus on correcting issues such as security breaches, daily management irregularities, and poor behavior among teaching staff.

With approximately 500,000 primary, middle schools, and kindergartens hosting 16 million teachers and 230 million students, China’s education system harbors significant disparities in school management standards due to the urban-rural and regional development gap. The circular, aiming to eliminate these disparities, also presented a list of 12 negative practices in basic education.

The list provided by the ministry in the circular mentions violations such as the infringement of students’ scheduled 10-minute breaks, tolerance of bullying in schools, and the organization of exams by compulsory education institutions with the aim of favoritism. The Ministry of Education has instructed local authorities to end these negative activities and take corrective measures through regular inspections. Additionally, the ministry will advance the campaign by appointing inspectors to monitor schools and providing professional guidance
